What is the scope of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers?

The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (also known as STCW) is a set of international standards designed to ensure that all personnel working on merchant ships have the necessary qualifications and training for their roles. STCW was adopted by the United Nations International Maritime Organization (IMO) at its 1978 conference. The scope of STCW is broad and includes requirements for the minimum age of seafarers, qualifications for different positions, medical requirements, hours of rest, training and certification. The Convention applies to all crews, regardless of the flag state of the vessel and its owner’s nationality. In New York, STCW is especially important because its waters are home to numerous international vessels. To make sure these vessels meet the highest standards of safety and professionalism, individuals who work on board must meet the requirements set out in STCW. This includes not just those who work on the vessel itself, but also those who provide services to it, such as pilots, and services related to the vessel, such as loading and unloading cargo. STCW is a critical part of the maritime industry in New York since it ensures that seafarers have the necessary skills and qualifications to work safely and responsibly. It also helps to prevent accidents from occurring, and on-board injuries and fatalities.
