What is the scope of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers?

The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) is an international maritime law that establishes standards for training, certification and watchkeeping of all seafarers. This includes merchant mariners, military personnel and recreational mariners. It has been in effect since 1995 and is enforced by the International Maritime Organization (IMO). The scope of the Convention is broad and applies to all ships operating in the waters of South Carolina. It requires that all seafarers must be adequately trained in areas such as: safety protocols, navigation, vessel operations, communications, and environmental protection. Seafarers must also have valid certification and be competent in watchkeeping duties. In order to meet these standards, all seafarers must complete courses that have been approved by the IMO. Additionally, all seafarers must complete regular refresher courses to maintain their certification. These standards also provide requirements for medical care and competency assessments for seafarers, to ensure that they are able to safely perform their duties. The STCW is an important part of maritime law and helps to ensure the safety of maritime operations. It is designed to protect seafarers and other persons on board vessels and to make sure that they are adequately trained and certified. Compliance with the Convention helps to ensure the safe operation of vessels in South Carolina and around the world.
