What are the rules concerning pilotage in international waters?
Pilotage is the process of guiding vessels in international waters and requires licensed pilots to be on board for the duration of the vessel’s voyage. In West Virginia, the navigation of vessels in international waters is regulated by the Maritime Law of the state. According to the law, all vessels that are entering or leaving port must carry a certified pilot. The pilot must have a valid license and must possess specialized knowledge of the waters in which the vessel is navigating, as well as navigational practices and techniques. The law also states that the pilot is in charge of the vessel’s route and safety. All directions given by the pilot must be followed by the vessel’s captain or other officers. The pilot is responsible for determining the navigational route, avoiding any potential hazards, and making sure that the vessel does not come into conflict with any other vessels. The pilot is also responsible for communicating with nearby vessels and with shore-based authorities regarding the vessel’s route and its intentions. The Maritime Law of West Virginia also states that the pilot has the right to select a route of navigation that he or she believes is the safest, or that is the most efficient route for the vessel to take. The law further states that the pilot is to be paid for their services according to the terms of the contract between the pilot and the vessel’s owner.
