The International Convention for the Protection of Natural Resources and the Environment in the South Pacific Region (the Convention) is a regional agreement between South Pacific countries that aims to protect the marine environment and its natural resources in the South Pacific region. The Convention was adopted in Kiritimati, Kiribati in 1993 and opened for signature in 1995. The Convention applies to the waters within the south Pacific region, including the exclusive economic zones (EEZ) of the island states in the region, as well as the seabed and subsoil of the South Pacific deep seabed. It applies to all activities related to the exploitation of natural resources, such as fishing, mineral exploration, and pollution. The Convention also requires that all ships registered in the south pacific region adhere to international standards of safety, waste management, and pollution prevention. It also requires that all activities related to the exploitation of natural resources be conducted in a manner that is sustainable and safe for the marine environment. The Convention also specifically deals with the unique problems that arise from the limited amount of marine resources in the South Pacific, including establishing protocols and regulations for the control of fishing and other activities by coastal states in the region. In South Carolina, the Convention is implemented through the South Carolina Coastal Resources Management Program as well as the South Carolina Marine Resources Act. These laws specifically deal with the conservation of coastal and marine resources while also taking into account the interests of the public and the environment.
