The International Convention for the Protection of Natural Resources and the Environment in the South Pacific Region (the Convention) is a legal framework designed to protect the environment and promote sustainable use of natural resources in the South Pacific region. The Convention was adopted in 2009 and is currently the only international treaty to focus on the conservation and sustainable management of the region’s marine and terrestrial ecosystems. The Convention sets out a framework for regional cooperation and implementation of sustainable development. It promotes several key principles, including the sustainable use of resources, proper management of wastewater and hazardous substances, and protection of the region’s biodiversity. It also establishes standards for the conservation of fisheries, coral reefs, and other marine life, as well as measures to prevent and reduce the impact of marine pollution. The Convention is binding on parties who have ratified (signed) it. In Washington, the International Convention for the Protection of Natural Resources and the Environment in the South Pacific Region is legislated under the Washington State Pollution Control Hearings Board and Washington’s Marine Resources Commission. Parties are also bound to enforce the Convention’s commitments to ensure its goals are achieved, and they must report periodically to the Commission on the status of their implementation.
