What is the scope of the International Convention on Maritime Search and Rescue?

The International Convention on Maritime Search and Rescue (also known as the SAR Convention) is an international treaty that sets out the responsibilities of parties to provide assistance to persons in distress in the world’s oceans and seas. The primary purpose of the Convention is to set forth a global system for cooperation in responding to emergencies at sea. The Convention applies to all maritime vessels, including those engaged in international navigation, no matter their flag and regardless of the nationality of the persons in distress. In general, the Convention requires vessels to respond to requests for assistance from any persons in distress at sea, and requires governments to provide assistance to vessels in distress within their waters or other areas under their control. Under the Convention, Parties are required to establish a search and rescue service in their own waters, and to ensure that vessels in need of assistance receive the necessary assistance. Parties are also encouraged to cooperate and render assistance to vessels in distress in their exclusive economic zones (EEZ) or other areas beyond their territorial sea. The Convention also sets out rules for the rendering of assistance, including the obligation to provide immediate assistance to persons in distress, the prohibition of any form of discrimination, and the protection of the safety of rescuers. Additionally, the Convention outlines a procedures for making arrangements between Parties for the reimbursement of rescue expenses.
