What is the Indian Employment, Training and Related Services Act?
The Indian Employment, Training and Related Services Act (IETRSA) is a California law enacted in 1982 to promote employment opportunities and training services for Native Americans. The goal of IETRSA is to increase the number of Native Americans employed in public and private sectors while also increasing the number of college graduates. IETRSA provides funding for Native American-owned businesses, employment and training opportunities, educational assistance, and support services such as childcare and transportation. IETRSA also ensures that Native American-owned businesses are given priority for state contracts. IETRSA establishes a practice of affirmative action for Native Americans, which requires employers to take proactive steps to recruit, hire, and train Native Americans. The law also requires employers to make reasonable accommodations for employees with disabilities, who are often Native Americans. IETRSA also supports Native American cultural organizations, such as museums and archives, to help preserve and promote the culture and contributions of Native Americans. Additionally, the Act funds educational programs that focus on Native American studies and its history. It is the hope of IETRSA that Native American communities in California are given more access to resources and the tools they need to achieve educational, economic, and employment success. By doing so, Native Americans in California can gain greater recognition and respect.
