What is the legal definition of a prescription drug?

In California, a prescription drug is defined as any drug that needs to be prescribed by a licensed medical professional in order for it to be lawfully dispensed and used. This includes drugs and other therapeutic substances that have the potential for abuse, as well as those that may have habit-forming effects. Generally speaking, controlled substances are considered to be prescription drugs and require a valid prescription in order to be legally obtained.
