What is the scope of the Eleventh Amendment to the US Constitution?

The Eleventh Amendment to the United States Constitution is a part of the Bill of Rights. It was ratified in 1795. The amendment states that the US government cannot be sued by citizens of a state in federal court or by a citizen of a foreign country. Essentially, this means that state governments are immune from suit in the federal courts. In the case of a dispute between a citizen of one state and a citizen of another state, that individual must bring the case to court in the state where the incident occurred. The purpose of the Eleventh Amendment is to protect the state governments from being sued in federal court and to give the states more power. It also ensures that the Supreme Court of the United States does not have jurisdiction over a state. Furthermore, it shields the states from the costly damages that could be awarded in the event of a lawsuit. In the state of California, the Eleventh Amendment prohibits individuals from bringing lawsuits against individual states. An individual may still bring a lawsuit against California state government officials in their official capacity, or against an arm of the state in a federal court. However, they cannot bring a lawsuit against the state itself. For example, an individual can sue a state police officer for misconduct, but they cannot sue the entire state police organization.
