What is groundwater law?
Groundwater law is the body of laws, regulations, and other legal provisions governing the use, control, and protection of groundwater resources in the District of Columbia. Groundwater law defines the rights and responsibilities of private citizens and governmental entities with respect to groundwater resources. Groundwater law also sets parameters for activities that can be performed in or near aquifers. Groundwater law is primarily governed by the District of Columbia Water Resources Act of 1999, which provides a comprehensive legal framework for the protection, use, and management of both surface and groundwater resources. The Act further defines water rights, sets restrictions on water use, and establishes procedures for the enforcement of water law violations. Additionally, the District of Columbia has the power to establish programs to monitor water quality and to require facilities and activities to take measures to minimize environmental damage from activities that pose a risk to groundwater resources. Finally, groundwater law also covers aspects of water resource conservation. The District of Columbia encourages water conservation measures such as water reuse, recycling, and water-smart landscaping. Additionally, the District of Columbia has implemented educational and public outreach programs to inform the public about water conservation practices.
