How is water quality regulated?

In California, water quality is regulated by the State Water Resources Control Board (SWRCB). The SWRCB has established and enforces water quality standards that are designed to protect human health, aquatic life, and the environment from the unacceptable levels of pollutants. The SWRCB sets drinking water standards, enforces the Total Maximum Daily Load (TMDL) framework for rivers, lakes, and other water bodies, and implements Source Water Protection programs. The SWRCB also sets standards for wastewater discharges through the National Pollutant Discharge Elimination System (NPDES) program.
