What is the Adoption and Safe Families Act?

The Adoption and Safe Families Act (ASFA) is a federal law passed in 1997 that seeks to ensure the safety of children while also providing them with safe and permanent homes. ASFA was proposed in response to the increasing number of children in foster care and the subsequent need to find permanent homes for them. In Florida, this law provides a set of procedures and requirements for government agencies and private organizations to follow when dealing with adoption and related child welfare issues. ASFA strengthens laws that protect children by placing a greater emphasis on safety and stability, and by creating incentives for parents to ensure their child’s well-being. It also seeks to ensure that families in need of adoption services are given the best possible resources. The law requires an individualized assessment of a family’s needs, and that steps are taken to reduce any potential disruption of the child’s connections with family and other important figures in their life. The law also accelerates the adoption process by providing states with financial incentives to expedite placement of children with families. It also provides states with additional incentives to support adoption, such as providing training and technical assistance to adoptive families. ASFA focuses on providing permanent, secure homes for children in need, and requires that states have plans in place to identify, recruit, and support adoptive families for these children.
