What is the National Animal Health Protection Act?
The National Animal Health Protection Act (NAHPA), enacted by the U.S. Department of Agriculture, is a federal law designed to protect the health of domestic livestock and poultry in all states, including Delaware. This law provides guidelines and regulations regarding the importation, interstate movement, and sale of animals, animal products, and animal by-products. The primary purpose of this legislation is to reduce the risk of animal diseases entering the United States, and to prevent the spread of animal diseases from one state to another. For this purpose, an animal health certificate is required for the interstate movement of any animal, animal products, or animal by-products. The law also requires ground handlers and drivers transporting animals to be properly trained in proper animal health requirements. The NAHPA also serves to protect the health of consumers in Delaware. It requires that all animals, animal products, and animal by-products imported into the state meet certain standards of health and safety, such as disease-free status and the absence of certain chemicals. The NAHPA has given Delaware farmers, ranchers, and other agricultural professionals the authority to monitor, detect, and respond to disease threats. It is also meant to ensure all animals, animal products, and animal by-products entering Delaware are safe for human consumption. All states are required to comply with the NAHPA in order to receive federal aid and funding.
