What are the laws governing animal welfare in agriculture?

In Washington state, animal welfare is governed by several statutes and regulations. The Washington Animal Welfare Act (RCW 16.52.171-16.52.210) is the primary piece of legislation arguing for the humane treatment of all animals in the state. This law requires that all animals in Washington be provided with humane care and treatment, and prohibits animal cruelty, neglect, and abandonment. In addition, RCW 16.52.170 bans animal fighting and bans or restricts tethering or confining animals as a means of punishment. The Washington State Department of Agriculture (WSDA) works to enforce animal welfare laws. The WSDA also manages regulations under the Washington Poultry Products Act (RCW 15.30.010-15.30.060) and regulations under the Model Livestock Care and Facilities Standards Act (RCW 16.075). Both of these laws ensure that poultry and livestock animals are cared for in a humane manner and that producers comply with certain size, housing, and other standards. In addition to state law and regulations, producers must also comply with the federal Animal Welfare Act (7 USC § 2131-2159) and its implementing regulations. This law requires all producers to ensure the humane handling, care, treatment, and transportation of animals by qualified and trained personnel. Overall, Washington state has a comprehensive legal framework for animal welfare in agriculture. The laws mentioned here provide a minimum level of care, but producers are encouraged to exceed the minimum requirements where appropriate.
