What are the legal requirements for aircraft maintenance and operations personnel?

In California, aircraft maintenance and operations personnel must meet certain legal requirements. Federal Aviation Administration (FAA) regulations require that all aircraft maintenance personnel have received a certificate or rating from the FAA.
