Are animal rights protected by international law?

The answer to whether animal rights are protected by international law is both yes and no. The global community has taken steps in recent years to recognize animals as more than just tangible property, but this has not been universally adopted across countries. The United Nations General Assembly has adopted a Declaration of Animal Welfare which states that animals should be treated humanely and with respect. This Declaration is not, however, a binding legal instrument, nor does it provide any legal rights for animals. In the United States, animal rights are protected to some degree by a variety of laws at the state and federal levels. In Virginia, for example, the state legislature has passed several laws to protect the welfare of animals, such as the Animal Welfare Act of 1986, which governs the treatment of animals in research laboratories, and the Virginia Animal Care and Control Act of 2003, which provides guidelines for animal cruelty investigations. At the international level, the European Union has adopted the Convention on the Protection of Pet Animals and is working to provide broader legal protection for animals worldwide. Additionally, the World Organisation for Animal Health (OIE) has adopted a series of animal welfare standards which are binding in over 170 countries. In summary, while animal rights are not currently uniformly protected by international law, a number of countries, organisations, and regional institutions are working to ensure that animals are treated humanely and with respect.
