What are the laws about automotive modifications?

In Virginia, any alterations, modifications, or changes made to a motor vehicle must be done in accordance with applicable laws. Depending on the modification, additional permits and certificates may be required. Automotive modifications that could affect the performance, safety, or appearance of a vehicle require inspections and a certificate of inspection from the Virginia Department of Motor Vehicles (DMV). Examples of modifications that require DMV inspection include changes to the engine, exhaust system, suspension, brakes, wheels, body, or frame. This also includes installing tinted windows or a sunroof. Before any modifications can be made, a Notice of Alteration must be submitted to the DMV and approved. By submitting the Notice of Alteration, the owner acknowledges they understand and will comply with all applicable vehicle laws and regulations in Virginia. Most modifications also require the vehicle to undergo an emissions test. If the vehicle does not pass, it will need to be repaired and retested. The DMV can also require a dyno test or similar testing to ensure the vehicle is compliant. Additionally, before modifying any vehicle, the owner should check their insurance policy to make sure their coverage is still valid after the modifications are made. Most insurers will need to be notified of any modifications before they will provide coverage. Virginia law requires all motor vehicles to have a valid form of motor insurance, so it is important to make sure the vehicle is in compliance.
