What is the process for obtaining a Part 135 Operating Certificate?
In Washington, anyone who wants to operate an air carrier must obtain a Part 135 Operating Certificate. This certificate is obtained through the Federal Aviation Administration (FAA) and is necessary for any businesses transporting passengers or cargo for hire. The process for obtaining a Part 135 Operating Certificate includes several steps. First, the applicant must obtain an Air Carrier Certificate and Operating Authorization form. This form is completed and submitted to the local FAA Flight Standards District Office (FSDO). The FSDO will review the form and may ask for additional information or clarification. Next, the applicant must submit a written operations manual, covering both aircraft and personnel matters, and an operations specifications, covering only aircraft matters. This must all be submitted to the FSDO. The FSDO will then conduct a field audit to examine the applicant’s processes, procedures and systems. If the FSDO finds that all systems, processes, and procedures are in compliance with the regulations, the FSDO will issue a Part 135 operating certificate. The FSDO may also issue final operations specifications following the certification process. Once the applicant has obtained the certificate, they must maintain compliance with certain regulations and safety standards in order to remain certified. Changes to the operations manual must be reported to the FSDO and modifications or alterations to the aircraft must be approved by the agency.
