In Washington, anyone who wants to operate an air carrier must obtain a Part 135 Operating Certificate. The process for obtaining a Part 135 Operating Certificate includes several steps. First, the applicant must obtain an Air Carrier Certificate and Operating Authorization form. This form is completed and submitted to the local FAA Flight Standards District Office (FSDO). The FSDO will review the form and may ask for additional information or clarification.
