The Kansas Department of Transportation Division of Aviation outlines regulations for aircraft operations during adverse weather. These regulations apply to both private and commercial aircraft in the state of Kansas. Pilots must adhere to Federal Aviation Administration (FAA) visual flight rules (VFR) when flying during adverse weather. This means that the pilot must acquire a visual reference of the ground during take-off and during the entire flight. This visualization must be through the airplane’s windows, as flight instruments are not allowed to be used in adverse weather conditions. When flying in instrument meteorological conditions, the rules are more strict. This means that the weather conditions are below VFR and the pilot must obey Instrument Flight Rules (IFR). In this case, the pilot must be in contact with air traffic control the entire flight and has to have an appropriate rating for the type of aircraft being used. Pilots should not enter clouds, fly through fog, or fly in poor visibility during adverse weather. They should also always maintain an altitude with a 500-foot ceiling and three miles visibility while flying in adverse weather. Additionally, they should always remain within 10-miles of their starting point and must have an alternate plan in place in case of an emergency. In Kansas, it is illegal to operate an aircraft in unsafe conditions. The pilot is required to have knowledge of the weather conditions to ensure their safe flight.
