Is it legal to buy/sell cannabis seeds?

In Texas, it is illegal to buy or sell cannabis seeds. Cannabis is listed as a Schedule I controlled substance with "high potential for abuse" according to the Texas Controlled Substance Act. This means that the possession, sale, and distribution of cannabis and cannabis seeds are all considered felony offenses in the state. In addition, the cultivation of cannabis plants is also illegal. The only exception is for a very limited number of patients in the Texas Compassionate Use Program. These patients are allowed to purchase low-THC products (like cannabis oil) from a state-approved dispensary. So, in short, it is illegal to buy or sell cannabis seeds in Texas.
