What are the civil rights of foreign nationals?

Foreign nationals in Washington are legally protected from discrimination due to their citizenship status. The Washington State Human Rights Commission (WSHRC) recognizes the civil rights of foreign nationals under the Washington Law Against Discrimination (WLAD) and the United States Constitution. The WLAD prohibits discrimination in employment, housing and public accommodations based on citizenship or immigration status. Employers and landlords cannot refuse to hire or rent to a person based on their immigration status. Additionally, Washington employers and landlords are prohibited from requiring that an immigrant obtain a restrictive form of identification, such as an Employment Authorization Document (EAD). This means that foreign nationals can hold the same types of jobs or find the same housing opportunities regardless of their citizenship status. Public accommodations, such as restaurants and retail stores, are also prohibited from discriminating against foreign nationals. These establishments cannot refuse service or entry because of a customer’s citizenship status, and need to provide reasonable accommodations for language and other cultural needs. Foreign nationals are also protected from hate crimes based on immigration status. Washington State criminal law prohibits the commission of a crime against a person because of their immigration or citizenship status. The civil rights of foreign nationals in Washington are enforced by the WSHRC, who provide education and guidance about discrimination laws and investigate discrimination complaints.
