What are the rules regarding overseas voting?

Voting from overseas is an important right for American citizens living abroad. In Virginia, overseas voters can take advantage of their right to vote in elections, but there are certain rules they must follow. The first step for any Virginia overseas voter is to make sure they are registered. This can be completed by visiting the Virginia Department of Elections website, or by using the Federal Post Card Application (FPCA). On the FPCA, voters must provide proof of identification and residence and signatures from two witnesses, which must be both notarized and completed. Once registered, overseas voters will receive their ballots. They must then mark the ballot and submit it, either by mailing the ballot or faxing it. When mailing the ballot, it must be received by the local registrar in Virginia at least seven days before the election. If faxing a ballot, it must be received by the local registrar at least four days before the election. In order to ensure that ballots are received and counted in time, the Virginia government has set up a secure web portal for overseas voters. This allows people to submit their ballots electronically. These must be received by the local registrar at least 11 days before the election. Finally, Virginia encourages overseas voters to apply early and submit their ballots as soon as possible. This will ensure that the ballot is received on time and that the vote is counted.
