The Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment is an international human rights law that was adopted by the United Nations General Assembly in 1984. It is a legally binding instrument that requires its signatories to prevent and punish acts of torture and other cruel, inhuman or degrading treatment or punishment. The Convention is an important tool in defending and protecting the fundamental human rights of individuals worldwide. It is a comprehensive agreement that requires governments to take effective steps to prevent and investigate such acts and to ensure that victims of such acts receive an effective remedy. In South Carolina, the Convention’s provisions are taken very seriously. In 2019 the state passed a law that requires public employees to receive training on its provisions and to report any suspected violations. This includes the establishment of an independent review panel to investigate any claims of such acts and provide timely remedies.
