What is the International Covenant on Civil and Political Rights?
The International Covenant on Civil and Political Rights (ICCPR) is a United Nations agreement that states individuals all over the world have civil and political rights, such as the right to life, liberty, and the security of person, and the right to due process in a criminal trial. It also states that no person should be subjected to torture, be subjected to cruel, inhuman or degrading treatment or punishment, be detained without the possibility of being brought before a court, or be exiled from their own country. All individuals throughout the world have the right to freedom of religion, freedom of opinion, or to express themselves in any way. In Texas, individuals are protected by the ICCPR, as it is part of the United States law of the land. The U.S. Senate ratified the ICCPR in 1992, making it part of U.S. law. This means that the U.S. government is obligated to abide by the ICCPR and take steps to protect civil and political rights of individuals, such as monitoring and investigating any violations to ensure that civil and political rights are being respected. In Texas, the Department of Human Rights and Civil Services is in charge of monitoring and ensuring that individuals’ civil and political rights are being respected.
