What is the definition of “refugee”?

A refugee is an individual who has been forced to flee his or her home country or region due to fear of persecution based on race, religion, nationality, political opinion, or membership in a particular social group. In the state of Illinois, a refugee is someone who meets the definition according to the U.S. Immigration and Nationality Act. In Illinois, a refugee is also someone who has been granted asylum and is permitted to live and work legally in the United States. To be granted asylum, a person must prove that they have a “well-founded fear” of persecution in their home country based on one of the five protected grounds—race, religion, nationality, political opinion, or membership in a particular social group. Additionally, someone must meet certain criteria in order to be eligible for refugee status. This includes demonstrating that they have suffered past persecution or have a fear of future persecution based on one of the five protected grounds. Additionally, they must demonstrate they are unwilling or unable to return to their home country due to fear of persecution. In Illinois, refugees are eligible for certain benefits and protections upon resettlement. These include access to public assistance programs, health care, employment opportunities, and legal services. Illinois also provides resources and support services for refugees and their families.
