What is a treaty?

A treaty is a legally binding agreement between two or more states, organizations, or individuals. It is often referred to as an international agreement or international convention. In Maryland, a treaty is considered part of international law, which is the body of law that governs the relations between countries. Treaties are formal documents that usually involve states exchanging promises, such as security or economic assistance. Treaties can be used to settle disputes, resolve conflicts, or create new laws and regulations. In addition, they can also be used to facilitate trade, promote cooperation, and maintain diplomatic relations. Treaties are sometimes called “treaty pacts” or “treaty conventions.” Treaties must be consistent with the principles established by the United Nations Charter, which is the set of rules and regulations that govern international relations. In Maryland, the U.S. Constitution is the ultimate source of legal authority when it comes to treaties, and treaties must be approved by both the U.S. Senate and the president. Treaties are important for maintaining international peace and stability, and they provide a way for countries to create and enforce laws and regulations on a global level. When countries enter into a treaty, it is a sign of mutual trust, understanding, and respect. This helps to establish a strong foundation for international cooperation and understanding.
