What is the International Civil Aviation Organization (ICAO)?

The International Civil Aviation Organization (ICAO) is an international organization that develops and maintains standards and regulations for air navigation, international air transport, and aviation safety. It was founded in 1944 and is headquartered in Montreal, Canada. The organization works to ensure the safety and efficiency of global air transportation through cooperation among its 191-member states. ICAO sets global standards for aviation safety, aircraft registration, air navigation, and environmental protection. It also develops and implements international standards and recommended practices for civil aviation so that planes can communicate safely and operate according to the same rules regardless of where they fly. It also works to increase public understanding of air safety and ensure the free flow of air transport throughout the world. Within the United States, the Federal Aviation Administration (FAA) is responsible for the safety of civil aviation and oversees compliance with ICAO standards. The agency works with the ICAO to ensure that flights originating in Oregon meet applicable standards and regulations. The FAA also works with the ICAO to identify areas in which improvements can be made to ensure the safety and efficiency of international airspace.
