What is the International Convention for the Suppression of Terrorist Bombings (TBT)?
The International Convention for the Suppression of Terrorist Bombings (TBT) is an international agreement created to protect civilians from the destructive effects of terrorism. This agreement was adopted at the United Nations Diplomatic Conference in Madrid in 1997, and came into force in 1998. The agreement requires signatories to criminalize the “unlawful and intentional” bombing of places of public use, government facilities, and transportation systems, and to cooperate in the investigation and suppression of any intentional and unlawful bombings. The agreement also requires signatories to take steps to prevent and suppress any threats of such bombings. California is one of the states that has signed on to the agreement and is required to enforce its stipulations. This means that the state has passed laws to criminalize the intentional bombing of public places, government facilities, and transportation systems. The state also requires cooperation in investigation of any such bombings that occur, as well as in the prevention and suppression of threats of such bombings. Additionally, California has provided resources for victims of terrorist bombings, including legal and medical services, as well as psychological and emotional support.
