The International Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction (CWC) is an agreement between countries that sets out a global ban on the creation, stockpiling, and use of chemical weapons. The Convention was opened for signature in January 1993 and entered into force on April 29, 1997. It has been ratified by 193 countries, including California. The Convention prohibits the use of chemical weapons and requires signatories to never develop, produce, stockpile, or transfer chemical weapons. It also requires that any chemical weapons that a country has stockpiled must be destroyed. The Convention also sets out measures for chemical weapons instances, such as requiring information about chemical weapons production and facilities, as well as inspections and assistance for investigations into the use of chemical weapons. Additionally, the Convention contains a system to ensure implementation of the Convention, such as requiring countries to report on any chemical weapons production or stockpiling activities and submitting a regular report on their chemical weapons declarations and destruction. Signatories also have an obligation to ensure compliance and to provide assistance to each other to help implement the Convention. The Convention is designed to prevent the use of chemical weapons and strengthen collective security and global disarmament. Overall, it is an important agreement that sets out legally binding commitments to help end the use of chemical weapons worldwide.
