What is the International Convention on Economic, Social and Cultural Rights (ICESCR)?
The International Convention on Economic, Social and Cultural Rights (ICESCR) is an international agreement between countries to protect economic, social, and cultural rights. The ICESCR was adopted in 1966 and entered into force in 1976. It is one of the two core human rights treaties of the United Nations (the other being the International Covenant on Civil and Political Rights). The ICESCR obliges countries that have signed it to undertake certain social and economic measures in order to ensure the economic, social, and cultural rights of their citizens. Under the convention, countries are obligated to ensure the right to an adequate standard of living, the right to work, the right to education, the right to enjoy the benefits of scientific progress and its applications, the right to cultural participation, and the right to family life. It also obliges countries to take progressive steps to ensure the enjoyment of these rights. Colorado has ratified the ICESCR and is obligated to take the necessary measures to ensure the protection and progressive realization of these rights for its citizens. That includes submitting regular reports to the United Nations on how they’re doing in terms of protecting economic, social, and cultural rights. Colorado is also obligated to make sure that its laws, policies, and practices are in compliance with the ICESCR.
