What is the International Convention on Economic, Social and Cultural Rights (ICESCR)?

The International Convention on Economic, Social and Cultural Rights (ICESCR) is an international bill of rights adopted by the United Nations General Assembly in 1966. ICESCR is one of the core human rights treaties, and recognizes the right to self-determination, the right to participation in cultural life, the right to health, education, food, and an adequate standard of living, as well as economic and social rights. In addition, ICESCR places an obligation on states to take progressive and reasonable measures towards the full realization of the rights. ICESCR also requires that states report regular updates on the progress of the rights. In Oregon, ICESCR is an important tool for ensuring that economic and social rights are respected. The state is obligated to uphold the rights of individuals and recognize these rights as fundamental human rights. In addition, Oregon is encouraged to develop policies and public programs which further the realization of economic and social rights. Furthermore, Oregon is encouraged to keep track of the progress of the rights, and report information on how well the state is meeting its obligations.
