The International Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction (CWC) is an international agreement that bans the development, production, stockpiling, and use of chemical weapons. It was negotiated in Geneva in 1993 and entered into force on April 29th, 1997. The CWC now has 192 member states, making it the most successful arms control agreement in history. The CWC prohibits the development, production, stockpiling, and use of chemical weapons, as well as the transfer or acquisition of any chemical weapons. All members of the CWC are required to submit declarations of their chemical weapons holdings, and to destroy any existing and future chemical weapons within the given timeframe. In addition to destroying existing stockpiles, the CWC also requires its member states to submit reports on the progress of their destruction to the Organization for the Prohibition of Chemical Weapons (OPCW). The CWC also requires its members to refrain from participating in any form of assistance related to the development, production, stockpiling, or use of chemical weapons. In order to achieve this, the CWC requires all members of the convention to accept regular inspections of their chemical weapons-related activities by the OPCW. In Massachusetts, the CWC is incorporated into state law through the Massachusetts Prohibited Weapons Act. This act prohibits any activity related to the development, production, stockpiling, or use of chemical weapons, and ensures that laws related to weapons violation are consistent with the CWC.
