What is the International Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction (CWC)?

The International Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction (CWC) is a treaty that was adopted in 1993 to ban the production, stockpiling and use of chemical weapons. The Convention requires that parties to the agreement destroy their existing stocks of chemical weapons and any related production facilities, and to not produce any more. This Convention applies to all states, whether or not they have chemical weapons. The CWC applies to any toxic chemical or precursor chemical that can cause death, injury, permanent disability, temporary disability or other serious damage to humans and animals. This includes, but is not limited to, industrial chemicals, pesticides and herbicides. It prohibits the transfer of any chemical weapons to other parties, and sets out a system of verification to ensure compliance. In New Jersey, the State has adopted the CWC and is committed to its implementation. The New Jersey Department of Environmental Protection has been charged with overseeing the implementation of the CWC in the State. This includes reviewing and approving permits for the disposal/destruction of chemical weapons, monitoring state activities related to chemical weapons and providing advice and training to public organizations and private businesses on compliance with the CWC. Additionally, the State is required to report to the Organization for the Prohibition of Chemical Weapons (OPCW) on the status of its implementation of the CWC.
