What is the Rome Statute of the International Criminal Court (ICC)?

The Rome Statute of the International Criminal Court (ICC) is a document that established an international tribunal to try individuals for serious crimes that are considered to be of an international nature, such as genocide, war crimes, and crimes against humanity. These crimes must have occurred over a significant period of time, on a scale that affects the international community as a whole. It was signed in Rome on July 17, 1998 and entered into effect on July 1, 2002. The Rome Statute serves to create an independent body with its own legal system and jurisdiction to prosecute individuals that have committed serious international crimes. It also enables the ICC to exercise jurisdiction over individuals within the member countries of the ICC. The ICC has jurisdiction over the citizens of countries who are parties to the statute, the citizens of countries who are signatories, and in some cases, the citizens of countries who have not agreed to the statute. In California, the ICC has been recognized as an international body of criminal justice and is a court of competent jurisdiction to hear international criminal cases. Additionally, California has adopted an ICC Act that enables United States federal agencies to cooperate and provide assistance to the ICC. This act also requires the state of California to disseminate information about the ICC to ensure that its citizens understand the importance of this court and respect its authority.
