What is the International Convention for the Protection of All Persons from Enforced Disappearance (CPED)?

The International Convention for the Protection of All Persons from Enforced Disappearance, or CPED, is an international agreement that works to protect against and prevent the enforced disappearance of people around the world. It was brought into force on December 23, 2010 and is legally binding for the countries that signed the agreement. It was adopted by the United Nations General Assembly in 2006. CPED focuses on the prevention and protection from enforced disappearance, the investigation and search for the victims, and the prosecution and punishment of those responsible for the crime. It also addresses the needs of the victims of enforced disappearance and their families. It sets out rights such as the right not to be subjected to enforced disappearance, the right not to be subjected to torture and other cruel, inhuman or degrading treatment, and the right to know the truth about the fate and whereabouts of the victims. In North Carolina, the CPED is taken seriously and there have been multitudes of measures taken to ensure that all persons in the state are protected from enforced disappearance. For instance, the North Carolina Human Trafficking Commission was established in 2013 to provide victims of human trafficking with support and services. In addition, the State Division of Public Health, Office of the Chief Medical Examiner, and the Office of the Attorney General are all involved in investigating human trafficking cases. Lastly, the UNC Center for Civil Rights works to protect the human rights of those at risk of enforced disappearance in North Carolina.
