What is the scope of the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers?

The International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) is an international agreement that establishes basic requirements for the training of all seafarers and the certification of officers. This agreement is also intended to ensure the safety of personnel and ships. It applies to all ships that are operating in international waters and has been adopted by over 170 countries since its establishment in 1978. The scope of the agreement includes the issuance of certificates of competency to seafarers, the requirement of minimum qualification standards for the different ranks of the crew, and the determination of the appropriate lifespan of these certificates. It also covers the requirement for seafarers to complete and pass periodic competency examinations and the issuance of medical fitness certificates. The STCW also dictates the requirements for watchkeeping personnel and the definition of the responsibilities and duties of the ship’s Master. Additionally, the STCW also sets requirements for the ship itself, such as the necessity for a sufficient number of compasses, navigation lights, life-saving appliances, and radio equipment. It also regulates the qualifications of those responsible for operating ship-borne navigational equipment, engines, fire fighting equipment, and lifesaving equipment, as well as the requirements for on-board communication with coastal authorities. In California, ships and seafarers must comply with the provisions of the STCW. The US Coast Guard is responsible for implementing and enforcing the standards set out by the STCW in the state of California.
