What international conventions are related to persons with disabilities?

The United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) is the primary international legal instrument that relates to persons with disabilities. The Convention applies to all persons with disabilities, regardless of their legal status in any country and provides protection to those with physical, mental, emotional, or sensory impairments. It provides for the right to basic services like education, health, and social services. It also seeks to secure the rights of persons with disabilities to participate in the political process by encouraging States to provide reasonable accommodations. The Convention on the Rights of Persons with Disabilities and its Optional Protocol were adopted in 2006 and entered into force in 2008. It is the first comprehensive international human rights treaty developed specifically for persons with disabilities. The Convention has been adopted and ratified by most nations, 158 parties have ratified the Convention as of 2021. The U.S. and the U.K. are not signatories to the Convention. In addition to the UN Convention on the Rights of Persons with Disabilities, other important international conventions include: The International Labour Organization Convention No. 159 (ILO 159); The Signed Protocol to the American Convention on Human Rights to Abolish the Death Penalty (Avena Protocol); The Convention on the Elimination of all Forms of Discrimination against Persons with Disabilities (CRPD); and The Convention on the Rights of Persons with Disabilities and its Optional Protocol (CRPD). Each of these conventions contains obligations for member states, and each provides protections and rights for persons with disabilities. States that have ratified these conventions are required to take the appropriate steps to ensure the protection and advancement of persons with disabilities, as outlined in the conventions. The U.S. has not ratified any of these conventions, although some states, such as Florida, have adopted legislation to ensure the protection of persons with disabilities.
