What is the scope of the International Convention on Maritime Search and Rescue?

The International Convention on Maritime Search and Rescue (SAR) is a set of rules and regulations that regulate the coordination of activities between countries to respond to a person or vessel in distress at sea. The Convention seeks to ensure that maritime search and rescue operations are conducted in a timely and effective manner, and that no one is left behind in the event of an accident. SAR applies to all vessels flying the flag of a nation that has ratified the Convention and to those vessels flying the flags of states that are not parties. However, SAR does not apply to stateless vessels. The Convention also sets out the responsibilities of governments and other organizations in the event of a maritime accident. These include the establishment of a single national coordinating unit, the designation of one or more coordinating authorities, and the establishment of a single international system of communication. In terms of maritime search and rescue operations, SAR sets out standards relating to the search, rescue and repatriation of persons, vessels, and other distress signals. In particular, the Convention requires that vessels respond to distress signals, even if they are not the closest to the scene, and that they render assistance even if they are busy with their own activities. The Convention also sets out the conditions under which the master of a distressed ship can request aid from other vessels, as well as the procedures for the release of a ship released from custody. Finally, SAR sets out the rules regarding marine casualties, such as the responsibility for damages caused by a ship or those resulting from negligence.
