What is the scope of the International Convention on the Control of Harmful Anti-Fouling systems?
The International Convention on the Control of Harmful Anti-Fouling Systems, also known as the International Anti-Fouling Convention (IAC), is a legally binding agreement between countries that is dedicated to preventing the spread of invasive species and other pollutants through the application of anti-fouling systems. Anti-fouling systems are materials or devices which are applied to vessels that are intended to control the growth of organisms on the hulls or the outer surfaces of vessels, thereby reducing drag and fuel consumption. The scope of the IAC is focused on the control of anti-fouling systems on vessels. It calls upon countries to regulate, manage and control the use of anti-fouling systems in order to prevent their introduction and spread of invasive species, as well as other pollutants. In addition, the IAC sets out standards for the control of anti-fouling systems, focusing on ensuring their safe use and disposal, as well as the safe handling, transport and disposal of any chemicals used in their manufacture. The IAC has particular importance for states in the United States. Washington State has a long history of maritime activity and many of its coastal communities, shipping interests, and natural resources are vulnerable to the introduction of invasive species and other pollutants through the application of anti-fouling systems. As such, Washington has signed and ratified the IAC, and actively works to ensure its prohibitions are enforced.
