What is the scope of the International Convention on the Control of Harmful Anti-Fouling systems?
The International Convention on the Control of Harmful Anti-Fouling Systems (AFS Convention) is a global treaty that regulates the use and application of biocides in antifouling paints on ships. The Convention was adopted by the International Maritime Organization (IMO) in October 2001 and came into force in September 2008. The scope of the Convention is to prevent the discharge of harmful substances from ships’ anti-fouling systems into the marine environment, and to minimize the risks posed by the use of antifouling systems. The AFS Convention applies to ships of 400 gross tonnage and above engaged on international voyages, as well as ships of any gross tonnage engaged on a voyage to a port or offshore terminal under the jurisdiction of a State Party to the Convention.
