What is the scope of the International Convention for the Safety of Life at Sea?

The International Convention for the Safety of Life at Sea (SOLAS) is the most important international treaty in maritime law regarding the safety and security of vessels and passengers at sea. It is applicable in all territories of the state that has ratified it. In Washington, this includes requirements for the prevention and punishment of maritime crimes, the setting of rigorous safety standards for maritime activities, and the protection of the marine environment from pollution caused by shipping activities. These standards apply to all vessels, regardless of size or nationality, which are engaged in international or domestic trade. SOLAS covers the design, construction, equipment and operation of vessels, as well as the responsibilities of governments and the maritime industry.
