What is the scope of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers?

The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, also known as the STCW Convention, is an international maritime safety agreement that applies to seafarers in Florida. It sets out standards for seafarers’ safety training and qualifications, as well as for the qualifications of those on-watch when the ship is underway. Under the Convention, all seafarers must hold valid certificates of competency that have been issued and endorsed by a national authority. All seafarers must also have completed a number of onboard safety and environmental protection courses, such as firefighting, personal survival, and environmental protection. The Convention also requires seafarers be supported by establishing minimum requirements for seafarers’ working conditions, such as hours of rest and hours of work. They must also have access to adequate food and drinking water whilst onboard. Moreover, the Convention establishes a system whereby signatory countries are required to co-operate in the detection and suppression of violations of the Convention. In short, the STCW Convention defines qualifications, standards of training and watchkeeping for seafarers serving on ships of all flags, whether the ship is on the high seas or in port. It plays an important part in the regulation of safety standards at sea in Florida, and helps to ensure that seafarers are properly trained and qualified for a safe working environment.
