What is the scope of the Convention on the Regulation of Inter-American Tropical Tuna Fishing?
The Convention on the Regulation of Inter-American Tropical Tuna Fishing, or the CIRTTAF, is an international agreement among countries in the Americas that seeks to ensure the conservation and management of tuna and other related species in the western and eastern Pacific Ocean. The convention establishes a general framework for the sustainable exploitation of tuna stocks and requires that all member countries adhere to the standards set out in the agreement. The CIRTTAF defines the scope of the Convention in Article 2, which is divided into two parts. The first part sets out general provisions that apply to all members that relate to conservation and management, while the second part sets out specific measures that must be implemented by each country. These measures include the establishment of closed areas for tuna fishing, the regulation of fishing methods, and the setting of fishing quotas. In addition, the Convention requires each country to report on the catches of tuna and other related species, and to provide information on fishing effort, vessels, and fishing gear. The Convention on the Regulation of Inter-American Tropical Tuna Fishing also requires that all member countries cooperate in research and monitoring of tuna stocks, and to cooperate in the prevention of illegal fishing. Finally, the Convention also establishes a Dispute Settlement Mechanism, which allows for disputes or grievances between members to be resolved in an amicable manner. In sum, the scope of the Convention on the Regulation of Inter-American Tropical Tuna Fishing is to ensure the conservation and sustainable management of tuna and other related species in the western and eastern Pacific Ocean, to promote long-term sustainability of tuna stocks and to prevent illegal fishing. Furthermore, it mandates cooperation between member countries to achieve these objectives.
