What is the process of redrawing municipal boundaries?

In Oklahoma, the process of redrawing municipal boundaries is governed by state statute. The process is initiated by a petition from a majority of the property owners in an area proposed to be included in the municipality, or by the governing body of the municipality. The petition must include the proposed boundaries of the municipality, and the proposed boundaries must not conflict with the boundaries of any other municipality. Once the petition is received, the county commissioners will hold a public hearing to solicit input from the affected residents. After the hearing, the commissioners will decide whether to approve the petition and submit a report to the Secretary of State. The Secretary of State will then examine the report and submit it to the Governor with a recommendation for approval or disapproval. If the Governor approves the petition, then the municipal boundaries are redrawn and the process is complete. If the Governor disapproves the petition, then the process ends without any changes to the municipal boundaries. However, the governing body of the municipality may initiate another petition to redraw the boundaries if they have the support of two-thirds of the property owners in the proposed area.
