What are the legal requirements for utility companies in regards to infrastructure?
In Washington, utility companies must adhere to laws and regulations in order to provide adequate infrastructure for services. This includes two statutes: the Public Utility Districts Act and the Utility Regulatory Act. According to the Public Utility Districts Act, public utility districts (PUDs) must provide efficient and safe services to their customers. This includes providing necessary infrastructure and equipment, such as poles, wires, pipes, and other equipment necessary for delivery of the service. The Utility Regulatory Act specifically outlines the standards for safety and reliability of utility services. This includes requirements for construction, wiring and equipment, maintenance, repairs, inspection, and operation of all public utility districts. Additionally, utility companies must ensure that their facilities do not harm the environment or public health. Utility companies must also follow specific regulations in regards to energy efficiency, renewable energy, and environmental protection. These rules are set forth by the Washington Utilities and Transportation Commission (UTC). For example, the UTC requires electric and natural gas companies to have energy-efficiency goals, develop plans to meet those goals, and update their plans every three years.
