What is the Interstate Compact on Adoption and Medical Assistance?

The Interstate Compact on Adoption and Medical Assistance (ICAMA) is an agreement between all 50 states and the District of Columbia that allows for interstate placements of children for adoption or foster care. This agreement helps to ensure the permanency of a child’s placement as well as ensures that the child will receive appropriate medical assistance. In Virginia, the ICAMA agreement provides for the interstate transfer of children into the Virginia foster care system. Under Virginia Adoption Law, an interstate adoption begins when an individual or couple applies for an adoption home study, which must be completed by a licensed social worker in the sending state. Once the home study is completed, an Interstate Compact Administrator in the sending state then forwards the home study to an Interstate Compact Administrator in Virginia. If Virginia approves the home study, the sending state will notify the adoptive family who can then travel to the sending state to complete the adoptive placement process. The ICAMA helps to ensure that all legal and medical requirements are met in both the sending and receiving states, and it ensures the adoptive family is properly informed of all interstate adoption requirements. The ICAMA is an important agreement that helps to promote the safety and well-being of children across all states. It helps to facilitate a permanent and secure placement for children while also providing medical coverage and other state support services to these children. This agreement helps to ensure that all the necessary requirements are met and that adoptive families in Virginia can receive the proper support throughout the adoption process.
