What is the difference between public and private air navigation services?
Public air navigation services are the duties and services of air navigation carried out by the government and are available for use by the public at large. This includes activities like air traffic control, airport zoning regulations, aircraft registration, flight plan filing, radiotelephone communication, aircraft safety standards, and navigational aids such as lighthouses, radio beacons, and Loran-C. Private air navigation services are the services that are provided by private entities such as airlines, cargo companies, air charter operators, and aerial sightseeing companies. These services include activities such as aircraft leasing, aircraft maintenance, emergency services, passenger and freight transportation services, air taxi services, air tour operations, and pilot training. The primary difference between public and private air navigation services is that public services are funded and operated by the government, while private services are funded and operated by private entities. Additionally, public air navigation services are often mandated by law, while private services are freely chosen by the consumer. Public services also provide a greater degree of safety, efficiency, and cost-effectiveness, since they are closely monitored and regulated by government agencies. Private air navigation services, on the other hand, can provide tailored and personalized services but may not always have the same level of safety and reliability as public services.
