What is the process for obtaining an instrument rating?

In Colorado, obtaining an instrument rating requires an individual to pass several tests and meet certain criteria. The instrument rating is a certificate that allows pilots to fly under instrument flight rules (IFR). The first step is to obtain a private pilot certificate, which is required before pursuing an instrument rating. The private pilot certificate allows pilots to fly in visual flight rules (VFR) conditions. Once the private pilot certificate is obtained, the next step is to obtain an instrument rating.
