What is a section 504 plan?

A Section 504 Plan is a document that outlines the special education services, support and accommodations a student with a disability is entitled to receive in order to receive a free appropriate public education (FAPE). This plan is based on the student’s individual needs as determined by an evaluation of the student’s abilities, strengths and weaknesses. In Washington, Section 504 Plans are designed to ensure that students with disabilities have the same access to educational opportunities and experiences as their peers. The plan outlines any necessary modifications or accommodations needed for the student to progress in their educational program. These may include things like seating arrangements, alternative testing methods or notes, extra time, alternative learning environments and behavior interventions. A Section 504 Plan should be developed by a team of educators, family members, and mental health professionals who have knowledge of the student and their disability. This team should work together to develop an individualized program that meets the student’s needs in a way that supports them in making progress in the educational setting. Once approved, the plan should be reviewed and adjusted regularly to ensure that it still meets the student’s needs and helps them to meet their educational goals. Section 504 Plans are legally binding documents that must be adhered to by educators and administrators in Washington. When these plans are followed, students with disabilities are more likely to receive an equitable educational opportunity.
