What is the Convention on the Rights of Persons with Disabilities?

The Convention on the Rights of Persons with Disabilities (CRPD) is an international treaty that protects the rights of people with disabilities. Ratified by the United States in 2009, this treaty is now legally binding in Virginia. The CRPD establishes the legal foundation for the rights of people with disabilities to participate in all aspects of life on an equal basis with others. It states that people with disabilities should be able to enjoy their rights without discrimination and that they are entitled to the same freedoms and opportunities as anyone else. The CRPD sets out a number of specific rights, such as the right to access public services, work, healthcare, education, and independent living. It also states that everyone has the right to recognition before the law and to use sign language, tactile communication, or other modes of communication. The CRPD also sets out requirements for states to apply the Convention by passing laws, developing policies, providing resources, and more. At the state level, the People with Disabilities Act of Virginia incorporates the provisions of the CRPD into the state’s laws and regulations. The Act includes policies and procedures for access to public facilities, services, and programs, as well as procedures to ensure people with disabilities are not discriminated against. The CRPD is an important treaty that provides rights to a large and vulnerable population in Virginia. It is one of the most important pieces of human rights legislation and is a key part of ensuring equality for people with disabilities.
